1. Students must take the NETA placement test before beginning to study NETA, and be placed in the Hebrew class that best fits their score.

2. 180 - 200 minutes/week of Hebrew language class time are required to achieve success in second language learning. This is consistent with international standards of second language learning.

3. The NETA curriculum should be implemented in order - without skipping units or levels. Adherence to the NETA "pace" - completion of 3-4 books (chovrot)/year will help students achieve the desired goal of increased Hebrew proficiency. We recognize that this is an ambitious goal and stand ready to work with the teachers to help them meet this objective.

4. Preparatory Teacher Training

All teachers who will be teaching NETA for the first time must participate in the NETA Introductory Seminar, offered each summer by the NETA team at Hebrew College in Newton Centre, Massachusetts.

5. The identification and appointment of a strong department leader (NETA Hebrew coordinator) who is a skilled and professional NETA teacher and has the support of the administration is a key predictor of successful Hebrew language teaching using the NETA program. Each school will appoint a NETA coordinator who will be responsible for both administrative and educational aspects of the NETA program within the school.

6. Implementation of the NETA curriculum and its new teaching methods requires teacher teamwork and preparation. We encourage schools to provide the Hebrew teaching team with weekly preparation time so that teachers can discuss the units, share their experiences, and plan future classes. In addition, teachers are expected to work closely with the Hebrew coordinator or NETA School Consultant as appropriate.

7. Each NETA school maintains a close ongoing connection with the NETA office in order to follow the progress of the program. Schools are expected to cooperate in our evaluation of the NETA program, and will be called upon to work with us on specific questionnaires, interviews and other research tools.

8. Tests written by the NETA team are provided for administration after each unit. Teachers grade the tests according to guidelines provided by the NETA team, and the NETA coordinator submits gathered data to the NETA office. NETA tests should not be accessible to any classes or schools that are not participating in the NETA project.

9. No part of NETA materials may be reproduced or transmitted in any form or by any means, electronic or mechanical, including photocopying and recording, or by any information storage or retrieval system. The materials may be used only in the classes participating in NETA project.

The guidelines above are intended to create an environment that supports excellent instruction and successful student learning. The success of the NETA program within a school therefore depends upon agreement to these policies. NETA reserves the right to withdraw the program from any school not adhering to these guidelines.
